BUREAU OF COMPLIANCE AND INVESTIGATION
The Bureau of Compliance and Investigation (BCI) administers a total of eight programs:
- Consumer Commodities Program
- Controlled Substances Program
- Cosmetic Program (Beauty, Barber, and Nail Salons)
- Tattoo Program
- Animal and Vector Control Program
- Mosquito Surveillance and Control Program
- Waste Water,Toilet and Solid Waste Program
- Radiological Health Program
The Consumer Commodities Program is mandated by Title 10 Guam Code Annotated (GCA), Chapters 32 and 40 to conduct inspections and investigations of foods, drugs, cosmetics, medical devices, and retail hazardous substances to ensure misbranded or adulterated products are not imported, distributed, or sold on Guam, so to protect the public from dangerous or fraudulent commodities.
The Controlled Substances Program is mandated by Title 9 GCA, Chapter 67 to regulate the manufacture, distribution, and dispensing of pharmaceutical controlled substances through inspections and investigations of facilities, healthcare workers, and patients to identify and prevent the abuse and diversion of pharmaceutical controlled substances.
There are a total of nine (7) staff assigned to BCI as follows:

Consumer Commodities Program
The Consumer Commodities Program (CCP) conducts inspections and investigations of foods, drugs, cosmetic, medical devices, and retail hazardous substances to ensure misbranded or adulterated products are not imported, distributed, or sold on Guam.
Controlled Substances Program
The Controlled Substances Program (CSP) of the Division of Environmental Health, Department of Public Health & Social Services, is responsible for administering the Guam Uniform Controlled Substances Act (Act), Chapter 67, Title 9 GCA, relating to the manufacture, distribution, and dispensing of controlled substances.
Mosquito Surveillance and Control Program
To prepare and respond to potential mosquito-borne outbreaks, it is important that effective surveillance be conducted and maintained, which requires properly trained and equipped personnel with the capacity to trap, collect, analyze, and identify mosquitoes and their larvae.
