FOREIGN QUARANTINE/ ENTERIC DISEASE CONTROL PROGRAM

The Foreign Quarantine/Enteric Disease Control Program prepares, prevents, responds and controls the spread of diseases of public health concern in Guam through surveillance, disease reporting and investigation in collaboration with health care providers and key responders for a healthier island community.

Foreign Quarantine/Enteric Disease Control Program:

To prevent the introduction, transmission, and spread of quarantinable diseases, as well as “communicable diseases of public health significance” into Guam through surveillance at ports of entry and implementation of the U.S. Public Health Service (USPHS) Centers for Disease Control (CDC) regulations (42 CFR Parts 34 & 71), Immigration Act (8 U.S.C. section 212), and the World Health Organization (WHO) International Health Regulations (IHR 2005).
To prevent the transmission, and spread of communicable enteric diseases (including but not limited to cholera, hepatitis A, shigellosis, and typhoid fever) to the general population of Guam through implementation of 10GCA Chapter 3 and USPHS/ CDC regulations.

Program Services:

Medical evaluation, clearance, screening, and testing of newly arrived immigrants for communicable diseases of public health significance.
Immunization assessment and referrals of all newly-arrived immigrants, refugees, and asylees.
Medical screening, testing and physical medical examination of aliens and applicants for adjustment of status for permanent residence immigrant visa
Facilitate medical evaluation and provide travel clearance of transient immigrants returning to their countries of residence.
Monitoring, surveillance activities of quarantinable and emerging diseases such as cholera, yellow fever, plague, SARS, viral hemorrhagic fevers, pandemic/avian influenza.
Communicable disease intervention services including epidemiologic interview and counseling of diagnosed and suspected cases, contact identification and notification, clinical evaluation and referral for treatment of cases, suspects and high risk and susceptible contacts.
Distribution of Health alert/travel alert cards at ports of entry through CQA.
Ports of entry screening of arriving passengers and crew through CQA.
Counseling, testing and prophylactic treatment or vaccination of susceptible household and close contacts of enteric disease cases such as shigella, hepatitis A, typhoid fever and cholera.
Health education and counseling of reported enteric cases.
Provide information on international health and travel vaccinations to healthcare providers, airline or shipping vessels and travel agencies and the general public.

Monday – Friday, 8:00 am – 11:00 am and 1:00 pm – 4:00 pm
