BUREAU OF MANAGEMENT SUPPORT

The Bureau of Management Support (BMS) is one of four bureaus within the Division of Public Welfare, responsible for implementing and operating quality control, conducting management reviews on the Supplemental Nutrition Assistance Program (SNAP) program. BMS is also responsible for conducting investigations on complaints of abuse and misuse of the SNAP benefits and public assistance benefits, and the collection of claims made against households found to have violated the programs’ rules and regulations.

Bureau Administrator & Administrative Support Unit

The Bureau of Management Support (BMS) is responsible for implementing and operating quality control, conducting management reviews on the Supplemental Nutrition Assistance Program (SNAP) program.

Program Information, Monitoring & Evaluation Section

The Program Information, Monitoring and Evaluation Section (PIME) conducts Management Evaluation Reviews and Corrective Action Plan Assessments; and the preparation of quarterly and annual reports and statistical reports.

 

Quality Control Section

The Quality Control Section (QC) conducts thorough reviews on randomly selected SNAP program cases and child care authorizations.

Investigation & Recoupment Section

The Investigation and Recoupment Office (IRO) conducts thorough investigations on complaints of abuse and misuse of benefits provided by the SNAP program.

 

Work Programs Section

The Work Programs Section oversees the Job Opportunities and Basic Skills (JOBS) Program and the Guam Employment and Training Program (GETP)

Child Care Development Fund (CCDF)

The Office of Child Care supports low-income working families through child care financial assistance and promotes children’s learning by improving the quality of early care and education and after school programs.
