Bureau of Community Health Services

 

Mission Statement: “To improve the health and quality of life in our community by eliminating health disparities; increasing access to health care; early disease detection; disease prevention and control; and promoting healthy lifestyles through policy development, implementation, surveillance and intervention; and providing social services in collaboration with community partners and stakeholders.”

The Bureau administers federal grants such as the Diabetes Prevention and Control Program, the State Based Tobacco Prevention and Control Program and the Tobacco Quitline, the Sexual Violence and Prevention Program, the Guam Breast and Cervical Cancer Early Detection Program, the Guam Comprehensive Cancer Control Program, the Coordinated Chronic Disease Prevention and Health Promotion Program, the Non-Communicable Disease Control Program, the Behavioral Risk Factor Surveillance System and the Office of Minority Health.

The Bureau also provides support services to mandated programs such as the Maternal and Child Health, the STD/HIV, Hemophilia, Chronic Disease Control, Family Planning and Women, Infant and Children Programs by providing quality health care services through effective medical social work interventions through the Medical Social Services and dissemination of health information through the Health Education Section.

Non-Communicable Disease (NCD) Control Program: Through active collaboration with the community partners, a NCD Consortium was established to reduce the burden of non-communicable diseases such as heart disease, stroke/CVA, cancer, diabetes, asthma, etc. The program addresses smoking, nutrition, alcohol, physical activity and obesity.

Coordinated Chronic Disease Prevention and Health Promotion Program: Conduct activities that will ultimately reduce mortality due to chronic diseases, reduce the prevalence of disabling chronic diseases, improve the quality of life and health outcomes through policy changes; and promote community education targeted to those who are at-risk for or diagnosed with chronic diseases.

Guam Breast and Cervical Cancer Early Detection Program: Provides breast and cervical cancer screening and diagnostic services to qualified women. Also conducts education and awareness on cancer and obesity prevention by promoting healthy lifestyles.

Comprehensive Cancer Control Program: Develops policies and promote activities that improve the quality and access to cancer information. Promotes and collaborates with other private organizations and government agencies an integrated approach to cancer by enhancing the community’s knowledge and understanding of the disease.

State Based Tobacco Control Program and Supplemental Quitline: Implements a coordinated and comprehensive approach in tobacco control by developing, enforcing and advocating for policies, counter-marketing strategies, cessation programs, surveillance and evaluation.

Sexual Violence Prevention and Education: Conducts primary prevention activities addressing rape, sexual abuse and family violence. Collaborates and networks with the coalition and partner agencies in conducting education and awareness, developing and advocating for policies addressing rape, sexual abuse and family violence prevention.

Diabetes Prevention and Control Program: Develops policies and promotes activities that improve the quality and access to diabetes care. Through collaboration with community partners and coalitions promotes an integrated and comprehensive approach by conducting education, awareness and training on diabetes prevention and control.

Behavioral Risk Factor Survey Surveillance: Conducts random telephone surveys that collect information on health risk behaviors, preventive health practices, and health care access primarily related to chronic disease and injury. Data is used to analyze health trends, identify & address emerging health issues, plan and measure the progress of prevention initiatives, educate the public about risk behaviors and preventive health practices, develop policies and health-related legislative efforts, provide data to provide additional funding & garner additional support.

Guam Office of Minority Health: Works in collaboration and in partnership with local, regional, national and international organizations to promote the elimination of health disparities in minority communities specifically to reduce health disparities in cancer, obesity and overweight. Additionally the program provides cultural competency training to the healthcare workforce.

Medical Social Services: Provides valuable services in the community through social work intervention by promoting and enhancing the problem-solving and coping capabilities of patients as a result of illness, malignancies, disability and it's incapacitating effects.

Health Education Section: In collaboration with the other programs conducts health information campaign and awareness on healthy practices and lifestyles that are conducive to their health and well-being. Activities include culturally appropriate education and prevention on rape/sexual assault, cancer, diabetes, physical activity and nutrition promotion as well as tobacco control awareness and education.
