The Director’s Office, through the Division of General Administration (DGA), provides department wide administrative support functions to the department divisions. DGA is comprised of Financial Management Services, Management Support Services, Facilities & Maintenance, Systems and Programming Group, Health Professional Licensing Office and Emergency Medical Services. The division of general administrations also provides direct support to the DO in providing assistance to the department in terms of human resource development, EEO assistance to ensure compliance with federal and local laws, safety training to ensure a safe and healthy working environment free from recognized hazards and illness.

The Director’s Office (DO) is responsible for providing policy direction, senior management leadership and administrative guidance to the five (5) divisions within DPH&SS.
The Deputy Director's Office is responsible for assisting the Director's Office in providing policy direction, senior management leadership and administrative guidance to the five (5) divisions within DPH&SS.
The Financial Management Services (FMS) is responsible for providing direction with respect to financial matters; coordinates the preparation and compilation of the department’s fiscal year budget; and ensure compliance with statutes relative to fiscal issues.
The Management Support Services (MSS) provides administrative for day-to-day operations.
The Health Professional Licensing Office (HPLO) oversees and supports the planning and implementing of all Health Professional Licensing Boards' Guam mandates.
The Emergency Medical Services Office is responsible for providing and maintaining an effective pre-hospital emergency medical services system, including the necessary personnel, equipment and facilities to ensure that all emergency patients receive prompt and adequate medical care throughout the range of emergency conditions.
