BES administers the eligibility, application, determination, and coordination of the Supplemental Nutrition (SNAP), Cash Assistance Program (CAP) – Temporary Assistance to Needy Families (TANF), General Assistance (GA), Old Age Assistance (OAA), Aid to the Blind (AB), and Aid to Permanently and Totally Disabled (APTD).

Government Assistance Programs

• Supplemental Nutrition Assistance Program (SNAP): Formerly known as Food Stamps, SNAP is a federally funded program aimed to promote the general welfare and safeguard the health and well-being of the Nation’s population by raising the nutritional level of economically disadvantaged households through monthly benefits to aid in the purchase of nutritious food.
• Temporary Assistance to Needy Families (TANF): TANF is a federally funded program managed locally by the Work Programs Section of BES that provides cash assistance, support services, and work opportunities to economically disadvantaged families with dependent children.
• Aid to the Permanently and Totally Disabled (APTD): APTD is a program funded by both the federal and local sources. This program provides financial assistance to economically disadvantaged Guam residents with severe, long-term disabilities that make them unable to seek employment.
• Aid to the Blind (AB): AB is a program funded by both the federal and local sources. This program provides financial assistance and medical coverage to individuals with significant vision impairment.
• Old Age Assistance (OAA): OAA is a program funded by both the federal and local sources. This program provides cash assistance to economically disadvantaged Guam residents over the age of 60.
• General Assistance (GA): GA is a locally funded program that provides emergency cash assistance to individuals who are ineligible for any other assistance programs offered by the Government of Guam.
• Job Opportunities and Basic Skills Program (JOBS): JOBS is a program accessible to all work eligible adults in TANF, providing job preparation through education and training, employment opportunities, work placement assistance, and support services.
• SNAP Employment and Training (SNAP E&T): SNAP E&T is a program accessible to all eligible adults in SNAP, providing job preparation through education and training, employment opportunities, work placement assistance, and support services. Speak with an Eligibility Specialist to be referred to this program.
