BHFCA administers the coordination of benefits, provider enrollment, review and issuance of prior authorization, claims utilization review, and adjudication for the Medicaid and MIP programs. However, the Bureau of Economic Security handles applications, determines eligibility, and manages enrollment. Guam Medicaid is a joint federal-state program in Guam that provides comprehensive health benefits to tens of thousands of low-income individuals, including children, parents and caretaker relatives, pregnant women, elderly adults, people with disabilities, and, since the Affordable Care Act, adults not living with dependent children.

The Medically Indigent Program (MIP) is a locally-funded program that began in 1983 to help people with limited income and resources pay for health care. To qualify, a person must meet certain income, asset, and residency requirements.

The Bureau of Health Care Financing Administration (BHCFA) helps make sure people in Guam can get the health care they need. We manage programs that provide coverage, reduce gaps in care, and support healthier communities—giving families the tools to live stable and independent lives.
