Mission
The mission of the Division of Children's Wellness is to protect the children of Guam, strengthen family foundations, and foster school readiness by promoting and maintaining a system of accessible, high-quality child care services island-wide.

The division consists of two main bureaus:

- Bureau of Social Services Administration

Bureau of Child Care Services
Mission
The Bureau of Child Care Services (BCCS) supports low-income working families and maximizes parental choice by providing access to a variety of affordable, higher quality early care and afterschool programs.
BCCS invests in quality child care programs by building skills and qualifications of the early childhood workforce, supporting child care programs to achieve higher standards, and providing consumer education for families.

To be our island’s recognized entity dedicated to connecting Guam families to high-quality child-care services. Our caring, professional team helps families make informed child care decisions with access to consumer education through efficient processes

Mission
The mission of the Bureau of Social Services Administration is to protect children and strengthen families.
Vision
Guam’s children grow up feeling safe and protected from harm, and that they will have permanent and stable homes.
