The Office of Epidemiology and Research is the home of applied epidemiology in Guam which utilizes findings from epidemiologic studies to (1) define and track disease for informed decisions, (2) develop effective interventions, (3) evaluate public health services and health care, (4) communicate data to health professionals, stakeholders, and the public, and (5) emphasize epidemiologic methods for creating health policy.
The mission of the OER is to advance the health security of Guam through public health intelligence, epidemiologic surveillance, and evidence-based action.
Programs
Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases (ELC) program
The goal of the ELC program is to reduce illnesses, deaths, and related disparities caused by a wide range of infectious disease threats. The ELC Program provides annual funding, strategic direction and technical assistance to domestic jurisdictions for core capacities in epidemiology, laboratory, and health information technology activities.

Behavioral Risk Factor Surveillance System (BRFSS)
BRFSS is Guam’s leading population-based health survey and a key tool for understanding the health behaviors, needs, and priorities of our community. BRFSS plays a critical role in public health surveillance and is sometimes the only source of state or territory-specific risk behavior data used by policymakers, researchers, academics, and the public. BRFSS allows Guam to monitor the prevalence of health risk behaviors linked to chronic health problems, preventable injuries, and other emerging health threats.

Enhancing Reviews and Surveillance to Eliminate Maternal Mortality (ERASE-MM)
ERASE-MM supports the capacity for developing and implementing data-informed strategies to prevent pregnancy-related deaths and reduce disparities among disproportionately impacted populations by improving data availability and quality to better identify and characterize pregnancy-related deaths and related health inequities. In Guam, ERASE-MM is the primary supporting mechanism for implementing the Maternal Mortality Review Committee, tasked with systematically and comprehensively reviewing pregnancy-related deaths and developing strategies for preventing future deaths.
Risk-to-Guam: An Epi Series
The RTG series is designed to provide timely, evidence-based assessments for re-/emerging and ongoing public health threats through the lens of Guam’s unique geographic, demographic, and healthcare context. This series aims to translate complex global and national health events (e.g., hantavirus, ebola, measles) into locally relevant risk evaluations that strengthens situational awareness and preparedness planning.
