The Director of the Department of Public Health & Social Services, Bureau of Health Care Financing Administration (BHCFA) is requesting input from providers, beneficiaries, and other interested stakeholders concerning the Guam Medicaid State Plan Amendment (SPA) 21-004 revising the Guam Hospital Inpatient payment methodology.

Guam Medicaid SPA 21-004 will revise the payment methodology for Guam Hospital Inpatient Services effective October 1, 2021, as follows:

  • Medicaid will reimburse Inpatient Hospital covered allowable services based on the hospital’s current Medicare Interim Rate.

Guam Medicaid is amending the inpatient hospital services payment methodology in light of the current economic recession, and to boost hospitals revenue. The projected annual aggregated expenditure increase for FY22 is $7,344,979.00. 

A copy can be obtained at DPHSS BHCFA office – Ran Care Building, Ste C3; 761 S. Marine Corps Drive, Tamuning / DPHSS BHCFA Program Management Section Office-next door to Subway, Castle Mall Building, Mangilao between the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday excluding holidays. Please submit comments and questions via email no later than 4:00 p.m. September 30, 2021 (ChST) which will be posted on the Guam DPHSS website for public view.
